The UPN Begins the Path Toward Labor Dignification

The Superior Council of the Universidad Pedagógica Nacional approved Agreements 009 and 010 of 2026, through which the institution advances in the creation of a holistic labor dignification policy for faculty and administrative staff, in compliance with Decree 391 of 2025 and in coordination with institutional strengthening and administrative modernization processes.

With these decisions, the University reaffirms its commitment to decent work, job stability, the strengthening of academic and administrative careers, as well as the creation of fairer and more equitable conditions for those who carry out the institution’s core mission.

Regarding faculty matters, the Agreement 009 of 2026 establishes the Faculty Labor Formalization Plan of Universidad Pedagógica Nacional, aimed at improving the working conditions of adjunct and tenured faculty members, as well as to advance the process of gradual regularization through merit-based competitive examinations for entry into the university faculty.

The document recognizes that the dignification of teaching work constitutes a structural pillar of the 2020-2026 Institutional Development Plan and states that formalization must be understood as a holistic process linked to decent work, job stability, material equality and recognition of the diversity of academic and human trajectories within the university community.


Among the main approved measures are the extension of the contract period for temporary faculty members to 46 weeks in 2026, as well as the launch of a special merit-based competition to fill 53 vacant faculty positions. This process will prioritize the academic needs of undergraduate programs and will include criteria aimed at closing gaps related to gender equity, recognition of caregiving responsibilities, ethnic background, disability and teaching experience at the University.

Likewise, the Agreement contemplates progressive implementation phases between 2026 and 2031, subject to financial sustainability criteria and the management of new resources before the National Government, while maintaining ongoing dialogue spaces with labor unions and faculty representatives. In addition, the Superior Council approved the Agreement 010 of 2026, through which the labor dignification roadmap for administrative staff to formalize their employment status at the University.


This roadmap serves as a guiding instrument for the planning and progressive structuring of the formalization of administrative staff who currently perform permanent functions under temporary or transitional arrangements, and it is aligned with the Administrative Modernization process being carried out by the University.


The initiative recognizes the importance of administrative work in fulfilling the institutional mission and proposes a gradual and socially responsible transition toward strengthening the administrative career system, guaranteeing the principles of merit, equality, transparency, financial sustainability, and participation of university stakeholders.

The roadmap will be developed through six strategic stages that include dialogue and consultation processes with labor unions, workload assessments and diagnostics, validation of institutional needs, financial structuring, legal and technical analysis, and finally the creation of an action plan for gradual implementation over an estimated eight-year period.



With the approval of these agreements, the Universidad Pedagógica Nacional advances in consolidating an institutional model aimed at recognizing teaching and administrative work as a fundamental component for university transformation, the strengthening of public education, and the construction of more dignified, stable, and equitable working conditions for its university community.
